indeterminate sentencing
in 1897, illinois adopted indeterminate sentencing. 1931, eighty percent of inmates serving indeterminate sentences.
merit system
in 1903, “grade system” adopted inmates. lasted until 1920, when progressive merit system adopted. using system, time awarded or taken inmates based on behavior. in addition, inmates divided grades, a, b, c, d, , e, based on behavior. disciplinary staff, consisting of warden , deputies, decided on promotions , demotions in grade levels. example, men in grades , b allowed write 2 letters week. in c write once week. d , e inmates write on special permission.
rules , regulations
silence mandatory in mess hall , in marching lines. smoking permitted in cells , dormitories. prison commissary, around 1930, allowed inmates buy tobacco, candy, toilet articles, canned goods, , fruit. no limit set on purchases.
punishments
around 1930, punishment involved loss of privileges. more serious offenses men put in punishment cells, large cells located in building rear of deputies’ offices. offenses men cuffed bars during working hours. 1931, practice discontinued.
