the shihmen dam, 1 of taiwan s first multi-purpose water projects, completed in 1964. provides flood control, irrigation, domestic water supply , hydroelectricity of taoyuan , new taipei city. dam has had problems silt build-up since construction, due high rate of erosion caused typhoon storms , earthquakes in upper dahan river drainage. 123 sabo dams (check dams) have been built along dahan river upstream in order block silt , extend useful life of shihmen reservoir. chief among these junghua dam, 26 kilometres (16 mi) upstream. second largest dam, baling dam, failed during typhoon wipha in 2007, destroying baling village , washing 10,000,000 cubic metres (350,000,000 cu ft) of silt dahan river.
the taiwanese government has proposed construction of mega-dam on takekan creek known gaotai dam (高台壩) trap silt , provide additional water storage. plan has been criticized due potential environmental damage, , limited useful life, because new reservoir fill silt.
