in october 1899, following number of scandals affecting members of ministry, braddon lost vote of confidence on floor of parliament , obliged resign, , lewis became premier of tasmania on 12 october 1899. served in role until 1903, encouraging producing interests , endeavouring find fresh markets. lewis appointed minister without portfolio in first federal ministry under edmund barton in january 1901. however, decided not stand election federal parliament in march. lewis , sir james dickson people have held ministerial office in australian federal government without ever being member of commonwealth parliament. lewis last surviving member of inaugural barton cabinet.


at 1903 election, lewis seat of richmond abolished, , failed win new seat of central hobart; time tasmanian premier has been defeated in general election. lewis failed in second attempt in 1906, won 1 of denison seats under statewide hare-clark system @ 1909 election—ironic in light of ardent opposition system. lewis serve in parliament 13 years.


lewis again premier of tasmania in 1909, , again 1909 1912. during these times held post of attorney-general. after leaving politics in 1922, became lieutenant-governor of tasmania 1933-1935 , first president of tasmanian amateur athletic association. lewis vice-chancellor of university of tasmania in 1903-09 , chancellor in 1924-33.
