diplomatic plates have black text on blue background. consist of 2 letters, 3 serial digits , last letter. first 2 letters shows diplomatic mission vehicle belongs (letters , q not used). letters don t correspond country acronym e.g. american diplomats don t have first 2 letters. re ordered sovereign states name in french language. aa denotes south africa (i.e. afrique du sud). ab denotes albania (i.e. albanie) , forth until dt. 3 digits serial number. last letter shows kind of task diplomat has. approval sticker placed last on right. personal plates these vehicles have standard format registration well, means re-registration not needed if vehicle changes owner.
