alex hammer, business owner , self-published author. did not appear on ballot due not meeting deadline turning in petition signatures. hammer attempted turn in of signatures electronically, secretary of state ruled such methods not allowed. hammer filed suit appear on ballot in penobscot county superior court on june 28, 2010. on september 28, 2010, judge upheld secretary of state s decision.
