the existing bridge had planned design life of 120 years, years of 21st century planned theoretical capacity bridge being routinely exceeded. designed 11 million vehicles per year, had risen steadily 23 million vehicles in 2006. between 2003 , 2005, inspection programme found main suspension cables had suffered estimated 8–10% loss of strength result of corrosion. projections highlighted likelihood of accelerating loss of strength, traffic restrictions limit loading required in 2014 in worst-case scenario.


the strategic transport importance of road bridge – , threat of closure 2019 if major structural work not successful – led fears of serious economic consequences, work on new crossing estimated take 11 years. scottish transport minister nicol stephen commissioned new study, priced second forth road bridge @ £300 million, in 2003. forth estuary transport authority voiced support new bridge in 2005, , in 2006 uk transport secretary, alistair darling, spoke in favour of idea.
