the minnesota family council statewide sponsor of parents action league (pal). pal member barb anderson, former district spanish teacher , longtime researcher minnesota family council, fought gay influence in local schools 2 decades. when anoka-hennepin district s sex-ed curriculum due re-evaluation in 1994, anderson , 4 like-minded parents joined review committee. argued against teaching gay tolerance in school, suggesting promote homosexuality , , discussing openly might turn straight kids gay .
at end of committee s seven-month-long sex-ed review, anderson , colleagues wrote anoka-hennepin school board, concluding, majority of parents not wish have there [sic] children taught gay lifestyle normal acceptable alternative. school board voted adopt measure four-to-two majority, using language committee s memo create district-wide policy. policy prohibited homosexuality taught normal, valid lifestyle , within health curriculum. policy unofficially known no homo promo . teachers said had chilling effect , became concerned mentioning gays in context. gradually discussion of homosexuality disappeared classes.

on february 13, 2012, policy repealed , replaced vote of 5-1 new respectful learning environment policy. old policy repealed because department of justice agreed crux of lawsuit -- neutrality policy , policies preceded contributed harassment of gay kids including 6 bullied gay students (including 1 committed suicide). new policy requires teachers discuss contentious issues in way shall affirm dignity of students.
