the government of rostov-on-don agreed build new city duma house in middle of 1890s. rostov city duma occupied maximov house on bazarnaya square (now stanislavskogo street) @ time.


the new city hall designed famous architect alexander pomerantsev. @ time of building s construction, pomeratsev had established himself prominent rostov-on-don architect, having designed , constructed several city buildings. after debate, contract signed @ end of 1896. rostov city hall built 1897 1899. consecrated in 1899.


it cost 513,627 rubles build rostov city hall. original value of 586,176 rubles calculated architect pomerantsev had not been approved in programme budget of city duma. rostov city hall had exceeded budget more 28%. first floor of central section rented different commercial organizations. dry goods, bicycles, gramophones, wallpaper, marble products, optical accessories, weapon, confectioneries sold here. city duma , city hall occupied second, third , fourth floors. rostov duma open public. there 200 places on choir balcony , 40 ringside seats behind barrier.


in 1922 fire broke out in building. flames destroyed corner dome. during world war ii, city hall severely damaged. restored shortly after end of war. regional committee of communist party of soviet union located here.
