alexei kosygin, chairman of council of ministers presented plan @ 25th congress of communist party of soviet union (cpsu) in 1976. general secretary leonid brezhnev told central committee (cc) in annual address in october 1976 efficiency , quality become plan s official motto. brezhnev claimed soviet economy faced declining growth due slow technological progress @ home hence plan emphasised need buy foreign technology. soviet agriculture given top priority in plan, brezhnev stating investment in agriculture (at 27 percent during tenth five-year plan) must stay close @ least same level during eleventh five-year plan did during tenth. investment in chemical , petrochemical industry doubled in tenth five-year plan in comparison predecessor.
it reported political bureau (politburo) rejected draft of tenth five-year plan twice because demanded little growth in consumer goods sector of economy.
brezhnev had proposed in march 1974 2 major projects in plan (1) construction of baikal amur mainline railway in siberia, , (2) rural development of backward non-chernozem zone of european russia.
