organizations

the areas of responsibility of central command humanitarian assistance mission includes flood affected areas in north western indian states of uttarakhand, himachal pradesh, , uttar pradesh. mission boundary in north runs along india-tibet border, in east along india nepal border, , in west western boundary of garhwal division. areas covered mission included uttarkashi, chamoli, rudraprayag badrinath, hemkund joshimath, harsil, gauchar, kedarnath kedarghati, rajakhet, kotitehri, gaurikund, in garhwal division, , dharchula, , pithoragarh district, in kumaon division.

the responsibility disaster management in india’s federal system of state government. national government plays ‘supporting role’. ‘nodal ministry’ in central government management of natural disasters, ministry of home affairs (mha). in mha function discharged disaster management division (dm division). when calamities of severe nature occur, central government responsible providing aid , assistance affected state, may needed, including deploying, @ state’s request, of armed forces, central paramilitary forces, national disaster response force (ndrf), , such communication, air , other assets, available , needed. response of central government based on gravity of natural calamity , scale of relief operation .


the “apex body disaster management in india, mandated disaster management act, 2005, national disaster management authority (ndma). ndrf, under ndrm consists of 12 battalions, , organised along lines of paramilitary force. ndrf has several flag rank officers, , director general wears uniform , badges of rank of army three-star general.

on 19 june, day operation ganga prahar became operation surya hope, , strength of army in affected area 5,600. 27 june 2013, army s numbers in mission area had increased above 8,500. army s disaster response units included infantry battalions, army service corps units provide logistic , supply support, signals regiment, engineer regiments, advance dressing stations , other medical units, special forces, specialised mountain troops, paratroopers, , army aviation corps assets. army aviation corps deployed 13 helicopters (nine on 19 june , additional 4 next day). largest humanitarian mission indian army in several decades.


by 23 june, total number of aircraft involved in evacuation, relief, rescue, , search tasks, according government sources, 83 (iaf-45, army-13, state government hired civil helicopters- 25). helicopters carried out mission in hazardous mountain conditions, in rain , fog, in 1 pilot called war situation . on 24 june, air chief marshal norman anil kumar browne, chief of indian air-force, assure people cut off in mountains, bad weather, road blocks, , floods, said our helicopter rotors not stop churning till such time each 1 of out. not lose hope, , hang in there. next day, 25 june, high light hazardous conditions of flying, iaf mi 17, russian built helicopter, flying in poor visibility, in narrow valley, crashed mountain side killing 20 on board (5 iaf, 6 itbp, , 9 ndrf personnel). indian navy, too, had small presence in mission area. navy s marine commandos (marcos), deployed rudraprayag, , rishikesh, rescue , search missions. not known task, if any, performed group.

the national disaster response force (ndrf) deployed 13 teams (a total of 422 persons) 2 ndrf battalions in 6 locations, follows: 5 teams (174 personnel) in rudraprayag district, 3 teams (89 personnel) in haridwar area, 1 team (33 personnel) in guptkashi, 1 team (29 personnel) in lakshar, 1 team (40 personnel) in gaurikund, 1 team (45 personnel) in dehradun, , 1 team (12 personnel) @ jolly grant airport. ndrf mission assist state government search , rescue operations . strength of indo-tibetan border police (itbp) in affected area on 20 june 13 600 personnel: 300 ist itbp battalion in joshimath area, , 300 8th itbp battalion in kedarnath, gaurikund, , gaucher.
