implementation

in many countries of world, debit card and/or credit card payment networks have implemented liability shifts. normally, card issuer liable fraudulent transactions. however, after liability shift implemented, if atm or merchant s point of sale terminal not support emv, atm owner or merchant liable fraudulent transaction.


chip , pin systems can cause problems travellers countries not issue chip , pin cards retailers may refuse accept chipless cards. while terminals still accept magnetic strip card, , major credit card brands require vendors accept them, staff may refuse take card, under belief held liable fraud if card cannot verify pin. non-chip-and-pin cards may not work in unattended vending machines at, example, train stations, or self-service check-out tills @ supermarkets.

malaysia

malaysia first country in world migrate emv-compliant smart cards 2 years after implementation in 2005.

new zealand

mastercard required point of sale terminals emv compliant 1 july 2011. atms, liability shift took place in april 2012. atms required emv compliant end of 2015.

europe

mastercard s liability shift took place on 1 january 2005.

france has cut card fraud more 80% since introduction in 1992 (see carte bleue).

united kingdom

chip , pin trialled in northampton, england may 2003, , result rolled out nationwide in united kingdom on 14 february 2006 advertisements in press , national television touting safety in numbers slogan. during first stages of deployment, if fraudulent magnetic swipe card transaction deemed have occurred, retailer refunded issuing bank, case prior introduction of chip , pin. on january 1, 2005, liability such transactions shifted retailer; acted incentive retailers upgrade point of sale (pos) systems, , major high-street chains upgraded on time emv deadline. many smaller businesses reluctant upgrade equipment, required new pos system—a significant investment.


new cards featuring both magnetic strips , chips issued major banks. replacement of pre-chip , pin cards major issue, banks stated consumers receive new cards when old card expires  — despite many people having had cards expiry dates late 2007. card issuer switch lost major contract hbos visa, not ready issue new cards bank wanted.


the chip , pin implementation criticised designed reduce liability of banks in cases of claimed card fraud requiring customer prove had acted reasonable care protect pin , card, rather on bank having prove signature matched. before chip , pin, if customer s signature forged, banks legally liable , had reimburse customer. until 1 november 2009 there no such law protecting consumers fraudulent use of chip , pin transactions, voluntary banking code. while code stated burden of proof on bank prove negligence or fraud rather cardholder having prove innocence, there many reports banks refused reimburse victims of fraudulent card use, claiming systems not fail under circumstances reported, despite several documented successful large-scale attacks.


the payment services regulations 2009 came force on 1 november 2009 , shifted onus onto banks prove, rather assume, cardholder @ fault. financial services authority (fsa) said bank, building society or credit card company show transaction made you, , there no breakdown in procedures or technical difficulty before refusing liability.

interac (canada s debit card network) stopped processing non-emv transactions @ atms on 31 december 2012, , mandated emv transactions @ point-of-sale terminals on 30 september 2016, liability shift taking place on 31 december 2015.
mastercard implemented domestic transaction liability shift on 31 march 2011, , international liability shift on 15 april 2011. pay @ pump @ gas stations, liability shift implemented 31 december 2012.

over 5-year period post-emv migration, domestic card-card present fraudulent transactions reduced in canada. according helcim s reports, card-present domestic debit card fraud reduced 89.49% , credit card fraud 68.37%.

united states

after widespread identity theft due weak security in point-of-sale terminals @ target, home depot, , other major retailers, visa, mastercard , discover in march 2012 – , american express in june 2012 – announced emv migration plans united states. since announcement, multiple banks , card issuers have announced cards emv chip-and-signature technology, including american express, bank of america, citibank, wells fargo, jpmorgan chase, u.s. bank, , several credit unions.


in 2010, number of companies began issuing pre-paid debit cards incorporate chip , pin , allow americans load cash euros or pound sterling. united nations federal credit union first united states issuer offer chip , pin credit cards. in may 2010, press release gemalto (a global emv card producer) indicated united nations federal credit union in new york become first emv card issuer in united states, offering emv visa credit card customers. jpmorgan first major bank introduce card emv technology, namely palladium card, in mid-2012.


as of april 2016, 70% of u.s. consumers have emv cards , of december 2016 50% of merchants emv compliant. however, deployment has been slow , inconsistent across vendors across rollout. merchants emv hardware may not able process chip transactions due software or compliance deficiencies. bloomberg has cited issues software deployment, including changes audio prompts verifone machines can take several months release , deploy software out. industry experts, however, expect more standardization in united states software deployment , standards. visa , mastercard have both implemented standards speed chip transactions goal of reducing time these under 3 seconds. these systems labelled visa quick chip , mastercard m/chip fast.
